Belgium Invoice Template (Factuur/Facture): Field Reference

This is a reference layout of the details a Belgian VAT invoice (factuur / facture) carries: both parties' names, addresses and VAT numbers, a sequential number, the date of supply, the amount excluding VAT per rate, the rate applied and the VAT due. It is not a valid invoice between two Belgian businesses liable to VAT. Since 1 January 2026, those invoices must be structured electronic invoices, in principle in the Peppol BIS format and sent over the Peppol network. The FPS Finance says plainly that sending a PDF invoice by email or via a platform is no longer enough. A PDF or printed copy of this layout, or a PDF made in InvoiceQuickly, cannot replace that e-invoice, and InvoiceQuickly has no Peppol connection. The layout is still useful for invoices to private customers in Belgium, for customers outside Belgium, as a voluntary readable copy next to the Peppol invoice, or to collect the details you will enter in Peppol-connected software. It downloads as an editable HTML file with one VAT rate column per line.

What This Template Includes

  • Your Belgian VAT number (BE...)
  • Customer's VAT number (Belgian, other EU, or none for private customers)
  • Customer's enterprise number (KBO/BCE, 10 digits), the default Peppol address
  • Date of supply or completion, if different from the invoice date
  • Exemption reference when no VAT is charged (for example the small enterprise exemption scheme or an article 44 exemption)
  • "Reverse charge" wording when the customer accounts for the VAT

How to Create Your Belgium Invoice (Factuur/Facture)

  1. 01

    Describe your work

Type a plain English description of the services you provided, the client, and the amount.

  2. 02

    AI generates your invoice

InvoiceQuickly's AI drafts the client, line items, dates, and totals for you to review before saving.

  3. 03

    Review, download, and send

Check every detail, download the PDF, or use Pro to email the PDF directly to your client.

Recommended Payment Terms

Agree the payment term with your customer in writing and show the due date and your IBAN on the invoice. Belgium has its own rules on late payment in commercial transactions, so check the current statutory term and interest with your adviser before you add a late-payment clause. Issue the invoice on time as well: the FPS Finance requires it no later than the 15th day of the month after the month in which the VAT became chargeable.

Tax Information

Belgium has three VAT (BTW / TVA) rates: a standard rate of 21%, an intermediate rate of 12% and a reduced rate of 6%, with a zero rate for a few exceptional goods and services (FPS Finance; the goods and services for each reduced rate are listed in Royal Decree no. 20). Show the amount excluding VAT, the rate and the VAT for each rate. If you charge no VAT, state why, for example the small enterprise exemption scheme (annual turnover up to €25,000 excluding VAT) or an exemption under article 44 of the VAT Code. Small enterprises under the exemption scheme still fall under the e-invoicing obligation. InvoiceQuickly applies one tax percentage per invoice, copies saved tax IDs to new invoice PDFs and cannot send Peppol invoices.

Industry context (2026)

Belgium made structured electronic invoicing compulsory between Belgian enterprises liable to VAT on 1 January 2026. The FPS Finance reported that more than half a million enterprises had already switched by December 2025, and it granted tolerance from penalties only for the first three months of 2026, with no general postponement (FPS Finance news, 18 December 2025). The next step is near real-time e-reporting of invoice data, which would replace the annual customer listing. It is in the federal coalition agreement, with a 2028 timing, but had not yet been written into Belgian law (einvoice.belgium.be FAQ, accessed 27 October 2026). The same site states that e-invoicing between EU Member States will follow from 2030.

Worked example

Studio Lumen BV, a design studio in Ghent liable to VAT, finishes packaging artwork for Brasserie Noord BV in Antwerp on 14 October 2026 (an illustrative example). Lines: packaging design, 30 hours at €90.00 = €2,700.00; print-ready files, €300.00. Amount excluding VAT €3,000.00, VAT at 21% €630.00, total €3,630.00. Both companies are Belgian and liable to VAT, so this invoice must be a structured e-invoice sent via Peppol, addressed by default to Brasserie Noord's 10-digit enterprise number. VAT became chargeable in October, so the invoice is due by 15 November 2026. Studio Lumen may email a PDF copy as well, but only the Peppol invoice counts. In a cross-border variant, the same work for a Rotterdam company liable to VAT carries no Belgian VAT: the invoice shows the customer's Dutch VAT number, a total of €3,000.00 and the wording "Reverse charge". It falls outside the Belgian B2B e-invoicing obligation, so this layout can be used.

Common mistakes to avoid

Emailing a PDF to a Belgian business customer

Between two Belgian businesses liable to VAT, a PDF is not the legal invoice. The supplier risks fines and the customer may be refused the VAT deduction.

Assuming small businesses are exempt from Peppol

The small enterprise exemption scheme removes VAT returns and VAT charges, not the e-invoicing obligation. You still need Peppol-connected software for B2B invoices.

Missing the reason for zero VAT

An invoice without VAT needs the reason: the exemption scheme, an article 44 exemption, or "Reverse charge" for a customer who accounts for the VAT.

Sending to the wrong Peppol identifier

Belgian companies are registered on Peppol under their enterprise number from the Crossroads Bank for Enterprises (scheme 0208). Look the number up in the KBO/BCE and the Peppol Directory before you invoice.

Invoicing after the 15th of the following month

The invoice is due by the 15th day of the month after the month in which VAT became chargeable, not when you get around to it.

Invoicing Tips

  • 1Invoicing another Belgian business that is liable to VAT? Use Peppol-connected software. The FPS Finance publishes a list of software solutions, including some that are free or low cost, on einvoice.belgium.be.
  • 2Check whether a customer is liable to VAT in the Crossroads Bank for Enterprises (KBO/BCE). Peppol service providers must register Belgian companies under their enterprise number, so you can address the invoice to that number by default.
  • 3For private customers, the e-invoicing obligation does not apply. Paper is the rule unless the customer agrees to receive invoices electronically.
  • 4Keep invoices and copies for 10 years from 1 January of the year after the date of issue.
  • 5Invoicing a public authority? Electronic invoicing has been compulsory for public contracts published after 1 March 2024, generally from €3,000 excluding VAT, and federal contracting authorities also require it below that amount.

Frequently Asked Questions

Can I send a PDF invoice to a Belgian business customer?

Not as the legal invoice if you are both Belgian businesses liable to VAT. Since 1 January 2026 the structured electronic invoice is the only legally required invoice for those transactions. You may send a PDF or paper copy voluntarily, alongside the Peppol invoice, but the PDF on its own does not meet the obligation.

Who must use Peppol e-invoices in Belgium?

Belgian enterprises liable to VAT, for invoices to each other, including small businesses under the exemption scheme. The FPS Finance lists limited exceptions: businesses that only make article 44 exempt transactions, taxable persons not established in Belgium without a permanent establishment, and flat-rate taxpayers (for sending only; that scheme ends by 1 January 2028 at the latest). Invoices to private individuals are outside the obligation.

What are the penalties for not using e-invoicing in Belgium?

Existing VAT fines for missing, late or incorrect invoices also apply to structured e-invoices. A separate fine for not having the technical means to issue and receive them is €1,500 for a first offence, €3,000 for a second and €5,000 for later offences. The FPS Finance's tolerance period covered only the first three months of 2026.

Can InvoiceQuickly create Peppol invoices?

No. InvoiceQuickly makes PDF invoices only. It has no Peppol BIS output or Peppol connection and copies saved tax IDs to new invoice PDFs. For invoices between Belgian VAT-registered businesses, use software from the FPS Finance's list of Peppol-connected solutions.

When can I use this template?

For invoices to private customers in Belgium, to customers outside Belgium, as a voluntary readable copy, or as a checklist of the data your Peppol software needs. Add your VAT number and any reverse charge or exemption wording yourself.
