Independent college counselors, also called independent educational consultants, usually sell one of two things: a package that runs from junior year through the senior-year deadlines (school list, application planning, essay advising, interview practice) or hourly sessions for families who want help with one part of the process. Either way the person paying is normally a parent or guardian, while the person being advised is a high-school student, so the invoice names both. A package invoice should say what the package covers (how many colleges or applications, which months), which instalment this is, and what sits outside it. The invoice should also make clear what the family pays others directly: college application fees, test registration and score reports go to the colleges and testing agencies, not through the counselor, and the FAFSA is free to file. Two things never belong on the invoice: a promised admission, and anything that suggests the counselor wrote the student's essays. Recommended Payment Terms

Put fees and payment terms in a written agreement before any work starts; IECA's Principles of Good Practice ask members to disclose fees and financial arrangements in writing before services begin. Packages are often split into instalments tied to the calendar (for example one at signing, one at the start of senior year, one before the main application deadlines), and each invoice should say which instalment it is and what period it covers. Bill hourly sessions monthly in arrears. State what happens if the family ends the engagement early or the student applies to fewer colleges than the package allows: a pro-rata refund of unused instalments, no refund after a set date, or credit toward hourly sessions. Due on receipt or net 14 suits families; show the actual due date.

Tax Information

In the US, counseling fees are income to you, and whether a state taxes educational consulting depends on the state, so check your state revenue department rather than assuming. Parents paying for their own child's counseling do not issue Form 1099-NEC, because personal payments are not reportable; if a school or business pays you, it may ask for Form W-9. College application fees, test fees and score reports are paid by the family to the colleges and testing agencies, so they are not your income and should not appear on your invoice unless you paid one for the family, at cost with a receipt. The FAFSA is free: the US Federal Trade Commission tells families never to pay anyone to fill out or process it, so bill financial aid advice as advising time, never as a filing fee. Industry context (2026)

Professional association standards are the clearest benchmark families have for an independent counselor's fees and promises. The Independent Educational Consultants Association's Principles of Good Practice (December 2024), which members pledge to follow when they join and each year at renewal, say members disclose fees and financial arrangements in writing before services begin, neither guarantee placement nor outcomes, do not write application essays or any portion of them, and neither solicit nor accept compensation from universities, schools or programs for placing students; they also describe campus visits as a cost of doing business for consultants. On financial aid, the Federal Trade Commission's consumer guidance says the FAFSA is always free to fill out and submit and tells families never to pay anyone to fill out or process it. Worked example (illustrative fees, not market data): an independent college counselor signs a written agreement on 15 March 2026 with the parents of a high-school junior, Sam Patel, for a comprehensive package at $6,000.00, paid in three instalments of $2,000.00 (March, August and November), covering the school list, up to 10 applications, essay advising and two interview practice sessions through January 2027. Hourly sessions outside the package are $200.00. Invoice CC-0118 is dated 1 August 2026, net 14, due 15 August. Line 1: comprehensive admissions package, instalment 2 of 3, August to October 2026, 1 × $2,000.00. Line 2: additional essay feedback session requested by the family, 24 July, 1.5 hours × $200.00 = $300.00. Subtotal $2,300.00, tax 0%, total due $2,300.00. Notes: 'Student: Sam Patel, class of 2027. Applications included: up to 10 (4 planned so far). Application fees, test registration and score reports are paid by the family directly to colleges and testing agencies and are not on this invoice.' After the November instalment the family will have paid $6,000.00 for the package and $300.00 in hourly time, and every line describes advising work rather than an outcome.

Common mistakes to avoid

Promising admission

Words like 'guaranteed acceptance' on an invoice or agreement promise something no counselor controls, and IECA members pledge not to guarantee outcomes.

Billing the student

A minor did not sign your agreement. Invoice the parent or guardian who did, and name the student on the invoice.

Charging to file the FAFSA

The FAFSA is free, and the FTC warns families never to pay anyone to fill it out or process it. Bill advising time, not filing.

A package with no scope

'Premium package, $2,000' leaves out how many applications and which months it covers. Write both, and the instalment number.

Mixing family-paid fees into your total

Application and testing fees go from the family to colleges and testing agencies. Folding them into your invoice inflates your income and confuses the family's records.

  • 1Address the invoice to the parent or guardian who signed the agreement and name the student on it. The student is your advisee, not your client for billing.

  • 3Write 'Application fees are paid by the family directly to each college' in the notes. It answers the most common question about the total.
  • 4Describe essay work as advising and feedback. IECA members pledge not to write application essays or any portion of them.
  • 5Leave outcomes off the invoice. 'Admission support' is a service; 'admission to a top-20 college' is a promise no counselor can make.
  • 6Keep grades, test scores and the college list off the invoice. Families forward invoices to relatives, employers and accountants; the student's file does not need to travel with them.
